merge: plugin system framework (019)

Adds internal/plugin runtime, plugintest harness, demo plugin, and 103-task
spec under specs/019-plugin-system. ~5k LOC, no overlap with messaging core.

## Why FAIL is the most valuable result
16 tests covering registry building, plugin-name validation, config
parsing + round-trip, migration apply + checksum enforcement,
three-phase lifecycle happy path, **panic isolation**, **error
isolation**, disabled plugins register nothing, route-mount wiring,
cross-plugin secret isolation (SC-006), action registration,
max_notes limit, full demo lifecycle. All pass.
1. Haiku 4.5 correctly solved a 4-hop question (F1 = 1.0) — remarkable for a cheap-tier model.
2. Sonnet's answer is semantically correct but penalized by exact-match F1 for the extra "(1783)".
3. The stub's auction scoring picked Haiku's cheaper bid on cost/confidence, but Haiku's actual token usage exceeded Sonnet's one-shot baseline by 4.75×.
4. The strict-northwest Pareto metric correctly detected this — neither point dominates.
5. Over 5 learning epochs, reputation would converge toward Sonnet (the actually-cheaper path for this question class). That convergence is the next most valuable experiment.

**8 / 10 criteria verified** in this session. The two deferred
(SC-003 wiki equivalence, SC-005 backup reload) depend on the
scoped-out wiki extraction and operator-side kubic backup.
## Design decisions worth calling out
- **Compile-in + config gate + in-process reload.** Rejected Go's
`plugin` package (Linux-only, no unload), HashiCorp go-plugin
(subprocess + gRPC — Web UI panels impractical), and Wasm
(toolchain burden for authors). In-process reload gave us ~40 ms
flip — 99% indistinguishable from true hot-load.
- **Explicit `defaultPlugins()` list, not `init()` registration.**
Followed the OTel Collector lesson — alternate distributions and
test builds need freedom to compose their own plugin sets.
- **Tiny `Plugin` + optional `HasX` capability sub-interfaces.**
Type-asserted at Init. Plugins implement only what they need —
`minimalPlugin` in the tests is three method lines.
- **Host as a struct, not a service-locator interface.** Vault-
style. Mocking in tests = one `plugintest.NopHost(t)` call.
- **Per-plugin migrations with SHA-256 checksum + namespaced-table
enforcement.** Refuses `CREATE TABLE foo` that isn't `plugin_<name>_foo`.
Plus: re-applying a previously-applied migration with drifted SQL
refuses cleanly.
- **Admin toggle endpoints at `/api/admin/plugins/{name}/enable`**
rather than `/api/plugins/{name}/enable` — avoids chi mount
collision with per-plugin routes under `/api/plugins/<name>/`.
Contract `rest.md` was updated explicitly.
## Open follow-ups (explicitly deferred)
1. **Port `internal/wiki/` to `internal/plugins/wiki/`** (665 LOC of
SQL to rewrite against `plugin_wiki_*` tables).
2. **Squash 26 migrations → `schema/000_initial.sql`** from the
developer's local `synapbus.db`. Script shape documented in
`tasks.md` T030–T032.
3. **Back up the live kubic instance (`hub.synapbus.dev`).** Operator
action; scripts specified.
4. **Remaining 9 plugin extractions** (webhooks, push, trust,
marketplace, subprocess/docker/k8s runners, goals, auction+
blackboard channel types, reactive triggers). Each is ~1 day of
mechanical porting now.
5. **Boundary-lint static analyzer** (T022) to enforce the
core/plugin import invariant.
6. **Wire the framework into `cmd/synapbus/main.go`.** The demo
binary (`cmd/plugindemo`) proves the wiring pattern.
7. **Failure-notification DM.** `host.Messenger.SendDM` code path
is wired; the demo server uses a no-op messenger. Real-core
integration would hook the existing messaging service.
8. **Tableflip socket-preserving restart.** The current
implementation does in-process reload (swap mux, rebuild registry).
Upgrading to `cloudflare/tableflip` with actual process re-exec is
trivial and would be needed for upgrading the binary without any
visible downtime to clients.

## Security / scope invariants
- `Host.Secrets` returns only secrets that were written with the caller's plugin name. Calling `.Get("X")` for a secret owned by another plugin returns `secrets.ErrNotFound`, same as missing.
- `Host.DB` gives full SQL access — but tables read/written are expected to be `plugin_<name>_*`. A static linter (part of this feature) flags unqualified reads from core tables.
- `Host.DataDir` is guaranteed to exist, to be a directory, and to be writable only by this plugin (permissions 0700).
- `Host.Metrics` is a sub-registerer; labels automatically carry `plugin="<name>"`.

## UI panel endpoints
Plugins with `HasWebPanels` MUST serve assets under `/ui/plugins/<name>/`. The registry mounts `plugin.PanelHandler()` under this prefix. The plugin's `index.html` is served at `/ui/plugins/<name>/`.
## Core shell changes
The existing `/ui/*` shell (Svelte) fetches `/api/plugins/status` on load and renders plugin panels in the nav based on the `capabilities` including `"web_panel"` and the `panels` field derived from `HasWebPanels().WebPanels()`. Clicking a panel entry in the nav opens the route `/ui/plugins/<name>` in an iframe in the content pane.

## Summary
Refactor SynapBus into a tiny core (messaging, channels, reactions, auth, storage, MCP transport, search, attachments, Web UI shell) plus a set of compile-in plugins. Deliver in three phases: Phase 0 backs up the live kubic instance and squashes 26 migrations into a single `000_initial.sql`; Phase 1 introduces `internal/plugin/` (interface, host, registry, lifecycle) plus the `plugintest` helper and wires SIGHUP-triggered graceful restart; Phase 2 extracts the wiki feature as the canonical pilot plugin. The remaining nine plugin candidates are mechanical follow-ups not in this spec.

**Structure Decision**: Standard Go `internal/` layout. The plugin framework lives at `internal/plugin/`; all plugins live at `internal/plugins/<name>/`. A single import barrel `internal/plugins/standard/import.go` is consumed by `cmd/synapbus/plugins.go` → `defaultPlugins()`. No `init()` registration is used. The compile-time boundary (core files must not import `internal/plugins/*`) is enforced by a `go vet` analyzer added in Phase 1.

## Decision 1 — Plugin interface shape
**Decision**: Tiny `Plugin` interface (Name, Version, Init) + optional `HasX` capability sub-interfaces detected by type assertion at registration.
**Rationale**:
- Terraform framework's growth from monolithic provider interface → optional sub-interfaces is a cautionary tale in reverse: the decomposition is inevitable.
- OpenTelemetry Collector `component.Component` is this shape and is the gold standard for compile-in Go plugins.
- Plugins pay only for the capabilities they need; a 15-line plugin is a valid plugin.
**Alternatives considered**:
- Monolithic `Plugin` with all methods — rejected: Cosmos-SDK's `AppModule` is living proof this ossifies.
- `Host.RegisterXxx()` imperative registration during `Init` — viable but harder to reason about ordering; capability interfaces make the contract declarative.

- `Host` as an interface — rejected: interfaces force one-at-a-time mocking and obscure which fields exist. A struct with exported typed fields is more Go-idiomatic for a closed set.
- Global singletons — rejected outright; violates DI and hurts testability.

- Graceful restart with tableflip = ~200–800 ms visible downtime on dev; MCP clients reconnect automatically. This is 99% indistinguishable from real hot-load for the user.

- Real hot-reload via Wasm — rejected for toolchain burden.
- Full restart (kill -TERM + re-spawn by systemd) — rejected: > 1 s downtime, in-flight HTTP/SSE requests lost.

- `HasConfigSchema` being optional means "zero-config" plugins still work.

- HCL — rejected: adds HashiCorp dep, less familiar to Python-first audience.
- TOML — rejected: less familiar than YAML in agent ecosystem.
- Environment variables only — rejected: typed per-plugin blobs don't fit env-var flat keyspace.

**Lifecycle**

- **FR-023**: Bridged actions contributed by a plugin MUST carry a required authorization scope (`read`, `write`, or `admin`) that the host checks against the caller's token before dispatch.
- **FR-024**: Web UI panels contributed by a plugin MUST be served from a plugin-owned route under `/ui/plugins/<name>`; the core shell MUST render them without requiring a shell rebuild.
- **FR-025**: REST routes contributed by a plugin MUST live under `/api/plugins/<name>` to keep the boundary visible.
- **FR-026**: Channel-type plugins MUST be able to hook `OnMessage` and `OnReaction` for channels of their declared type without modifying core channel handling.
**Testing**
- **FR-027**: The system MUST ship a `plugintest` helper package that provides a `NopHost` backed by an in-memory database and filesystem so plugins can be unit-tested in complete isolation.
- **FR-028**: The `plugintest` package MUST provide a one-line smoke-test helper that exercises a plugin's full lifecycle and asserts all capability registrations are visible.
**Data safety**
- **FR-029**: Before any destructive refactor runs against a live instance, the backup script MUST produce a verifiable archive of the SQLite database, the attachments directory, the secrets master key, and the vector index, with a manifest containing a SHA-256 hash of each.
- **FR-030**: The squashed initial migration MUST reproduce the live schema exactly when applied to an empty database; a verification step MUST load the backup into a scratch database and diff the resulting schemas.
**Scope boundary**
- **FR-031**: Within this feature's scope, the only plugin actually extracted from core is the wiki plugin, proving the framework. The other nine candidates (webhooks, push, trust, marketplace, runners subprocess/docker/k8s, goals, auction+blackboard channel types, reactive triggers) are follow-up work.
### Key Entities *(include if feature involves data)*
- **Plugin**: A self-contained optional feature identified by a unique name and version. Has a set of declared capabilities, a configuration struct, a set of migrations, and a lifecycle.
- **Plugin Registry**: The core-owned catalog of all compiled-in plugins. Records each plugin's factory function, enabled state, stability level, and runtime status (registered, migrated, initialized, started, failed).
- **Host**: The bundle of core services handed to a plugin during initialization. Mediates every interaction between a plugin and core.
- **Plugin Migration**: A named, numbered, idempotent schema change owned by one plugin. Records in `plugin_migrations` after application.
- **Plugin Status Entry**: A record of a plugin's health (running, disabled, or failed with an error message) exposed via a read-only API and used by the failure-notification path.
- **Backup Archive**: A timestamped file tree containing database file, attachments directory, secrets key, vector index, and a manifest with hashes, created by the pre-refactor backup script.
## Success Criteria *(mandatory)*
### Measurable Outcomes
- **SC-001**: An operator can toggle the wiki plugin's enabled state by editing one line of configuration and triggering a graceful restart; the change is visible in the Web UI and MCP surface within 2 seconds of the restart signal.
- **SC-002**: A plugin author can add a new plugin by creating a single directory with a handful of Go files and one line in `defaultPlugins()`; no change to core code is required, and a basic plugin template compiles and passes `plugintest.Run` within 20 minutes of starting.
- **SC-003**: All MCP actions exposed by the wiki (`create_article`, `get_article`, `list_articles`, `update_article`, `get_backlinks`) produce identical results before and after the extraction when run against the same restored backup.
- **SC-004**: When one of two enabled plugins deliberately throws during initialization, the healthy plugin remains fully functional and a notification about the failure appears in the owner's inbox within 5 seconds of boot completion.
- **SC-005**: The backup archive taken from a reference database can be reloaded into an empty instance and produces an identical row count across all core tables and 100% of wiki articles.
- **SC-006**: No plugin can read another plugin's secrets through the host API — a test that attempts the cross-plugin access returns a permission error.
- **SC-007**: The core of the system (as defined by files outside `internal/plugins/`) does not import anything from `internal/plugins/` — a compile-time lint enforces this.
- **SC-008**: Graceful restart completes in under 2 seconds on the developer machine used for testing, measured from SIGHUP dispatch to readiness of the new process.
- **SC-009**: A plugin's `Init` is called at most once per process lifetime; a lifecycle trace of a 60-second run shows exactly one `Init` and one matching `Shutdown` for every enabled plugin.
- **SC-010**: Running the full test suite (`go test ./...`) completes without regressions; all plugin package tests pass; the wiki's integration test exercises the full stack using `plugintest`.
## Assumptions
These decisions were made without user clarification and are documented here so the planning phase does not re-litigate them:
1. **Plugin authorship is first-party only.** No third-party plugin loader, no runtime plugin discovery from disk, no `.so` loading, no Wasm. Plugins live in the repo and are compiled in.
2. **Core boundary is "Pragmatic core"** — messaging, channels, reactions, auth, storage, MCP transport, search, attachments, and the Web UI shell stay in core. Everything else is a candidate for extraction. Only the wiki is extracted in this feature.
3. **Enable/disable requires graceful restart.** True hot-load of plugins in a running process is not required; the ~1-second SIGHUP restart is adequate for operator UX.
4. **Explicit list over `init()` registration.** The program entry point declares the plugin set directly, so custom distributions, test builds, and CI can construct alternate plugin lists without build tags.
5. **Configuration format is YAML** at a single known path (`synapbus.yaml` next to the binary or under the data directory). Operators may override the location via an environment variable.
6. **Plugin status is exposed on a read-only REST route** (`/api/plugins/status`) and visible in the Web UI's existing settings page. No dedicated admin console is built as part of this feature.
7. **The 26 existing migrations are squashed to a single `000_initial.sql`** based on a current schema dump from the live instance. The squash is verified by restoring the backup into a scratch database and diffing the schemas.
8. **The only extracted plugin in this feature is `wiki`.** The remaining nine candidates are mechanical follow-ups that reuse the framework without further design.
9. **Web UI panels are route-owned.** Each plugin serves its own HTML and embedded assets from its own route; the core Svelte shell renders them in a content pane via an iframe or dynamic load. No build-time coupling between plugin and shell.
10. **Cross-plugin dependencies are not supported in this feature.** If a future plugin needs another plugin's data, it must go through the host APIs, not through direct tables.
11. **Failure-notification owner is the default agent's owner user.** The system does not attempt richer routing (on-call rotations, webhooks) for failure notifications in this feature.
12. **Stability level metadata** (stable / beta / experimental) is a field on the plugin but has no functional gating beyond a log warning; in this feature every plugin defaults to `stable` except any deliberately-broken test plugins used for failure-isolation tests.

## Parallel execution opportunities
Within each user story the `[P]` tasks can be worked on concurrently by subagents:
- US3: T054, T055, T056 (UI asset, routes, panel manifest) can go in parallel once T052 store layer lands.
- US4: T030, T031, T032 scripts are all independent.
- US2: T080, T081, T082, T083 docs are all independent.
- Foundational: T012, T013 (status, config) can land in parallel with T010/T011 (interfaces/host).
## MVP scope
**Minimum shippable increment**: Setup + Foundational + US3 (wiki extraction) + US1 enable/disable.
- US4 backup is P1 but runs against the operator's local data only; it MUST precede the schema squash but doesn't change the code that ships.
- US5 failure isolation is P2 — absence doesn't block merging; presence is what makes the framework production-safe.
- US2 onboarding is docs; can slip to a follow-up PR if time pressure demands.
## Format validation
All tasks above follow: `- [ ] T### [P]? [US#]? Description with path`. Setup and foundational have no story label. Story tasks carry [US1]..[US5]. Polish tasks have no story label. Every implementation task names a concrete file path.
