feat: add Dockerfile, docker-compose, and Helm chart

Multi-stage Docker build (node + golang + scratch), ~30MB image.
docker-compose.yml for local development with volume persistence.
Helm chart with configurable Deployment, Service, PVC, Ingress,
and Prometheus ServiceMonitor.
