Closes implementation scope of #78; issue remains open for user acceptance.

原子写入本地事件候选与内部 outbox
claim/lease、退避、死信、人工恢复及永久幂等收据
GoAdmin Router/RBAC/审计、动态菜单与 go-admin-ui 运维页面
production 禁用测试 sink
PostgreSQL 多 worker、后端/前端单元测试、生产构建和真实浏览器验收通过
Wiki 已在线更新并回读；本地 docs 镜像按 #78 留给协调工单同步
